Abstract
    Marine spatial planning (MSP) is an innovative marine policy instrument. Experts estimate that by 2030, at least a third of the world’s exclusive economic zones will be covered with MSP plans, indicating MSP’s relevance regarding the future use of our oceans. MSP is the International Oceanographic Commission (IOC-UNESCO)’s flagship project. IOC-UNESCO plays an important role in its worldwide spread and adoption. Building on the policy transfer and international bureaucracies’ scholarship, this chapter sheds light on the role of international organizations in promoting and shaping public policies. The chapter answers: To what extent does the IOC-UNESCO exert agency in shaping of MSP’s understanding and policy content? The chapter applies the interpretative approach and conducts qualitative content analysis to selected IOC-UNESCO publications. Narratives and policy elements are identified showcasing this agency of the IOC-UNESCO.
