Abstract
    This paper presents a framework for measuring the success of integrated coastal management (ICM) initiatives, A distinction is made between assessing progress in developing ICM programmes and projects, and assessing the success of such initiatives in meeting broader development goals and objectives. Methods have been developed to assess progress in formulating and implementing ICM programmes and projects. However, there are few effective means to assess the success of such initiatives in meeting development goals and objectives.
