Abstract
    Notwithstanding that the impact process is relatively new to Ireland, a significant body of expertise bas been developed on EIA in other countries over the past 20 years. It is essential that developers, local authorities, and environmental consultants alike use this wealth of available knowledge and not attempt to re-invent the wheel. Central to the process are the simple tenets of impact assessment. Regardless of how the information is presented and reviewed, impact assessment requires 1) consideration of the environment in decision-making, and 2) full public participation in the process. These principles should be held uppermost at all times.
