| Abstract |
The South African purse-seine fishery is subjected to various forms of limited entry, one of which is a control of fleet hold capacity. The effectiveness of this method of limiting fishing intensity during the period 1964 to 1972 is examined by estimating increases in fishing power that resulted from changes in vessel characteristics and the acquisition of fishing aids. The analysis shows that hold capacity, horse-power and age have all had a significant effect on boat performance but that the influence of these parameters can change with circumstances. Small-mesh nets, fish pumps, sonars and skipper changes are also important. An effort time series is established and shows that actual effort increased considerably more than fleet hold capacity during the same period. Improved catch rates have not resulted and further rises in effort would not be advisable. Adverse weather can account for between 20 and 35 per cent of the available fishing time, being particularly severe in winter. Poor availability of fish is the most important factor resulting in boats that put to sea not returning with catches. |
