Abstract
    The continued decline in Europe's coastal and marine ecosystems poses a major challenge to policymakers and enforcers. Adoption of the ‘ecosystem approach’ offers an opportunity to develop more integrated policies within rational system boundaries. However, policymakers often express concern regarding how this approach should be delivered. An adaptive management scheme is offered that works towards publicly understandable ecological quality objectives in steps that are within pragmatic political timeframes. The scheme must be accompanied by monitoring of relevant system indicators if it is to be effective. It is currently being tested in several projects sponsored by the Global Environment Facility, including the Black Sea Environmental Programme.
