Abstract
    In order to determine the quality of Dutch surface water systems a standard chemical measure has been developed. This standard measure is a concentration scale on which different water quality objectives are presented to give an indication of the condition of a water system. Based on this standard, it can be seen if the system meets the objectives or not. A strategy can be developed to tackle the problems that arise when objectives are exceeded. To demonstrate the use of such a standard the Western Scheldt in the Netherlands is used as an example, although it can be applied to other water systems.
