Abstract
    Xiamen is located in the southern part of the Fujian Province of the People's Republic of China (PRC), west of the Taiwan Strait. This chapter discusses the physical environment of the Xiamen coastal and marine waters, the activities that have an impact on these waters, and the measures adopted by the Xiamen Municipal Government to ensure the sustainable management and development of the coastal and marine resources. The coastal resources of this region are used for fisheries, mariculture, tourism, port, naviga- tion and other activities. Fisheries and mariculture are the two major sources of income in the coastal areas of Xiamen. In 1993, marine fish production reached 42,229 tonnes, while annual mariculture production reached 25,862 tonnes in 1992. Conflicts among the users are not uncommon. Despite the rapid economic growth of Xiamen in recent years, marine pollution has been kept within the National Seawater Quality Standards, except for some areas, such as the Maluan Bay. In order to address these coastal and marine problems, the Municipal Government have adopted an integrated approach to coastal management. New management concepts have been introduced to transform the short-term and single-sectoral perspectives into more rational and sustainable policies. Inter-agency c0-0rdinative mechanisms have been established to facilitate coastal and marine management. The Municipal Government of Xiamen adopted a marine functional zonation scheme to allocate the coastal resources among the users.
