Abstract
    The paper compares two projects: a shrimp culture project in Bangladesh emphasized technical aspects in much the same way as the Green Revolution did, whereas a cage culture project in Thailand was set in a community that already had to accept changes brought about by the declining trend of fisheries income. It is proposed that the much more beneficial impact generated in the last project can be explained by the participatory approach to the target group, the amenability of the technology to a small-scale, part-time occupation, the long-term engagement and operational flexibility of the project, and an unexpected but fortunate diseconomy of scale which prevented local power elites from entering and dominating the business.
