Abstract
    Formal strategic analysis is becoming increasingly important for seaport authorities and port operators, given the rapidly changing competitive environment faced by seaports and the reduced importance of captive markets. In this article, a new conceptual framework is developed, based on the resource-based view of complex organizations, that allows to identify the key determinants of a port cluster's competitiveness. The empirical application to the Antwerp port cluster suggests that non-cost related and qualitative elements largely explain the strong competitive position of this cluster for general cargo and containers. The analysis leads to insights into the port cluster's underlying sources of competitive advantage that may help decision makers to develop effective port strategies.
