Abstract
    This article concentrates on Southeast Asia. It tries to elucidate the phenomenon of piracy in this region by comparing two periods in which it was, and is, especially rampant. First the nineteenth century, a time when Southeast Asia formed part of colonial empires. Second the recent past and present. As to the former period the focus of the article is on the East-Indian archipelago. The comparison concentrates on three aspects of piracy. First its several forms and manifestations. Second the political ramifications that sometimes characterise piracy, as well as the links between this phenomenon and other forms of organised crime. Third the ways in which the colonial and post-colonial governments (and, as to the present, private organisations) have tried, and try, to fight piracy, and the relative effectiveness of their endeavours.
