Abstract
    This paper outlines the main steps necessary to create a new industry, in this case, an aquaculture industry. It contains information and advice which will be of assistance to governments, bureaucrats, educators, investors and entrepreneurs. Although the paper refers to the development of modern fish farming in the cool northern waters of western industrialized countries, it is expected that much of the information will be relevant to aquaculture in developing countries. The market-pull of fish farming development, creating the necessary human resources via associations, newsletters, education and training programs are discussed. The complementary aspects of wild fisheries and fish farming are mentioned.
