Proposed Directive on Maritime Spatial Planning and Integrated Coastal Management

The European Commission  launched a proposal to improve the planning of maritime activities at sea and the management of coastal areas. The proposal – which takes the form of a draft directive – aims to establish a common European framework for maritime spatial planning and integrated coastal management in EU Member States, with a view to ensuring that the growth of maritime and coastal activities and the use of resources at sea and on coasts remain sustainable.

Atelier participatif et regards croisés sur la gestion des littoraux des Bouches du Rhône et de la Baie d’Al Hoceima

Dans le cadre du projet collaboratif PEGASO financé par le 7ème Programme Cadre Recherche Développement de l’Union européenne et dédié à la gestion intégrée des zones côtières (GIZC) en Méditerranée et en mer Noire, le Plan Bleu, l’Ifremer, la Tour du Valat, l’Agence de l’eau Rhône Méditerranée Corse (en tant que membre du comité des utilisateurs du projet), en collaboration avec l’Université Mohammed V - Rabat Agdal, ont organisé un atelier participatif d’échanges d’expériences et de mise en débat des travaux réalisés dans les sites d’étude Bouches du Rhône (France) et Baie d’Al Hoceima (Maroc).

Cet atelier a eu lieu à la Villa Valmer à Marseille, le lundi 11 février 2013, et a bénéficié de la participation active, de l’expertise et des témoignages d’un panel diversifié d’acteurs locaux et de gestionnaires des littoraux des Bouches-du-Rhône.

Les principaux outils développés dans le cadre du projet PEGASO et leur application ont été présentés par les responsables des sites d’études : indicateurs, diagnostic territorial environnemental, comptabilité environnementale spatialisée, scénarios participatifs.

Les interactions avec les acteurs locaux ont permis de mieux connaître les outils de gestion qu’ils utilisent au quotidien, tout en soulevant des perspectives d’appropriation de la « boîte à outils intégrée » PEGASO pour de futures applications à l’échelle locale des « sites d’application collaborative » (CASES).

Cet atelier a enfin permis de mettre en exergue les avancées que représentent les études conduites dans les CASES, ainsi que les points d’amélioration à apporter dans les prochains mois. Cette démarche devrait aboutir, d’ici à la fin de l’année 2013, à l’organisation d’un second atelier participatif pour une restitution finale des résultats des études de cas.

Newsletter MedPan February 2013

MedPAN launched on 13 February a new call for small projects, to support the actions of MPA managers in the Mediterranean. This call is slightly different this time as the projects will need to be conducted between March and September 2013. The deadline to submit projects is then set for 6 March 2013 and all the supporting information can be found here. This third appeal conducted with support from the French Fund for the Global Environment Facility of the Albert II of Monaco Foundation and the MAVA Foundation will complete the 15 projects being currently implemented.

We invite you through this newsletter to discover one of them, conducted by the Palm Islands Nature Reserve in Lebanon.

You will find in this newsletter a selection of the latest news published on the MedPAN website (which we invite you to explore further under the new section "Web Tip of the month"). Marine resources are critical for the health of the world’s economies and the health of the planet. The Mediterranean Sea is the world's largest and deepest enclosed sea. Drawing upon its geographical location at the crossroads of three continents, the surrounding twenty three countries attract thirty percent of global international tourism arrivals – which makes coastal tourism and yachting hugely important. Maritime trade, cruise shipping, oil and gas, cruise and port cities, aquaculture and fisheries are other important economic activities. The Black Sea’s main economic activities are shortsea shipping, offshore oil and gas exploration and coastal tourism. Additional sectors are fishing and aquaculture, especially in Turkey and Bulgaria. The Caribbean Sea includes twenty-eight coastal states and territories, most of them Small Island Developing States (SIDS). It includes the Gulf of Mexico as well as waters of the Atlantic Ocean adjacent to these States and Territories. To the Caribbean economies, the role of marine biodiversity, and ocean health, in supporting local livelihoods is especially critical.

 Scope and Potential Topics

Socio-economic papers dealing with policy and management challenges related to marine ecosystem services in the Mediterranean Basin, Black Sea and Caribbean, including political economy, governance, institutional and public policy analyses, will be considered for inclusion in the special issue. Multidisciplinary and policy-oriented papers that target research from a range of disciplines, including economics and ecology, biology, geography, geomatics engineering, GIS, computer sciences, sociology, anthropology will be eligible for submission. More specifically, papers could address the following topics:

  • Socio-economic impacts of marine invasive alien species, including jellyfish outbreaks
  • Coastal eco-tourism, recreation and tourism activities, including cruise shipping
  • Offshore renewable energy
  • Socio-economic impact of ocean acidification
  • Blue carbon and market based mechanism for payment of ecosystem services
  • Economics and management of Marine Protected Areas, including large scale marine ecosystems
  • Exploitation of marine living resources, including the role of artisanal fisheries in supporting local coastal livelihoods
  • Success stories and failures in coastal conservation
  • Remote sensing and operational oceanography: applications for coastal management
  • The role of biodiversity in supporting local economies 

The tentative schedule for submission, review and publication is:

  • Call for papers: January 15, 2013;
  • Submission of a 300-400 word extended abstract (max one page) to Professor John Gowdy and Paulo A.L.D. Nunes (e-mail: This email address is being protected from spambots.   • The editorial team completes evaluation of extended abstracts and invites authors of accepted abstracts to develop full papers: November 31, 2013;
  • Submission of full papers via Elsevier’s EES systems, in accordance with the Ecosystem Services’s specific guidelines for authors: January 31, 2014;
  • First review begins February 1, 2014 with initial responses by April 15, 2014;
  • Second review begins June 15, with second responses by August 31, 2014;
  • Submission of the final drafts: October 31, 2014;
  • Tentative publication date: end 2014 – early 2015

40th CIESM Congress –  Marseille, France, 28 October - 1 November 2013

All the authors are also encouraged to submit their extended abstracts to the Commission Internationale pour l'Exploration Scientifique de la Mer Méditerranée (CIESM) Congress, which takes place in 2013 Marseille - http://www.ciesm.org/marine/congresses. The Commission is proudly to host a new research programme on Marine Economics so as embed a socio-economical dimension around the marine science sectors of CIESM activity, with a view to contribute original insights for policy and decision makers.

Submission guidelines

All papers for the special issue will go through the journal’s normal refereeing process. After submission of the abstracts and provision of feedback from the SI editorial team, the selected authors will be invited to prepare and submit full papers for potential publication in the SI. Paper submissions should be between 5000 and 6000 words. This global ICM event is the joint organization of the Tenth International Conference on Environmental Management of Enclosed Coastal Seas (EMECS 10) and the Eleventh International Conference on the Mediterranean Coastal Environment (MEDCOAST 2013).

Satellite Technology for Maritime Security, 27-28 May 2013, Venice, Italy

This Global Congress on Integrated Coastal Management will be the second opportunity for convening as a joint meeting of two major conference series, EMECS and MEDCOAST. We expect that the Global Congress on Integrated Coastal Management, organized at a corner of the magnificent Aegean Sea, enhanced by the charms of the famous tourist resort town of Marmaris and environs, enjoying the rich culture and warm hospitality for which Turkish people are well-known, will serve as a reference event for the future of ICM.
