Abstract
    The public authorities of the coastal State have both the right and the obligation to intervene at sea whenever a situation occurs which presents a grave danger for its coast or related interests. The possible response to pollution emergencies is normally prepared, organised and carried out on the basis of detailed contingency plans. These plans should address various categories of incidents such as: incidents on board vessels, oil spills, chemical contaminations, atmospheric pollutions. From an analysis of the typical develoment of these marine incidents the nature of actions required at each stage is deduced. They include measures pertaining to information, interventions on casualties, combating operations at sea and on the shore, and contingency measures on land. The optimal contents of a counter-pollution plan are outlined and compared to existing State contingency arrangements in Belgium. It is concluded that the present plans are outline dand compared to existing State contingency arrangements in Belgium. It is concluded that the present plans primarily describe the response organisation, but that precise operational plans and preparatory arrangements are lacking. By law, the general coördination of the contingency measures is in the hands of the Province Governor at the coast, and of the Minister of Interior in the territorial sea. It is suggested that permanent delegations of power to technical commands could enhance these arrangements considerably.
