Latvia: elaboration and implementation of a national chemical spill contingency plan for Latvia (NCSCP)

Abstract
The general objective is to develop and implement a National Chemical Spill Contingency plan for Latvia in order to organise an early and effective response to spills of dangerous substances affecting or likely to affect the marine and harbour zones of Latvia. this is a priority project for Latvia with in the cooperation programme. Major objectives are an overview of the Latvia and EU legal acts including advice for change with respect to the EU accession process, development of guidelines for chemical spill evaluation, identifying high risk areas, development of a database on export/import of chenical substances, identifying priority –sensitive- areas for protection and clean up, risk assessment of chemical spills on basis of database on export/import, defining a spill control strategy, assessment of the technical means necessary on basis of the risk assessment and defining responsibilities and policies for combatement of chemical spills.
